109 To receive APOLOGIES.
110 To receive DECLARATIONS OF INTEREST from Councillors.
111 OPEN FORUM FOR MEMBERS OF THE PUBLIC. To allow members of the public to address the Council.
112 To receive reports from Cambridgeshire County Council, South Cambridgeshire District Council and the Parish Clerk including correspondence.
113 To consider and approve the Draft Minutes of the Full Parish Council meeting held on 4th November 2024.
114 MATTERS ARISING from 4th November meeting:
i) Item 71d – RECYCLING BINS IN FERNDALE – Cllr Kelleway to update the Full Council.
ii) Item 71e – DEFIBRILLATORS IN TEVERSHAM – Cllr Kelleway to update the Full Council on funding.
iii) Item 092 COMMITTEE UPDATES: RECREATION AND ENVIRONMENT COMMITTEE – to report the official opening of the Pavilion is on 14th December, 9.30am.
iv) Item 104 – to report the Borleys employees have already bought a wooden bench but will add something in metal in memory of Robert Borley who died in 2018. The family has also said it will look after the future maintenance of the bench.
v) Item 106 i) i) SAVE HONEY HILL – to report Cllr Amrani sent off the representation to Secretary of State regarding Honey Hill and Housing policy as discussed at the November meeting.
vi) Item 106 iii) GREATER CAMBRIDGE SHARED PLANNING – Cllr A Robinson to report back after attending South Cambs District Council’s “Unlocking the Potential of Your Parish: How the Planning Team Can Support Your Parish”.
vii) Item 106 vi) CAMBRIDGE EAST COMMUNITY FORUM – to report Cllr I Robinson was unable to attend online because of technical issues.

FOR DECISION:
Proposal: T34 – Common Ash (Fraxinus excelsior) – Crown reduce height and spread by 30% (approx 3M in height and width) and raising the canopy to a height of 5M from floor level. Sever Ivy from the base of the tree to allow further inspection of unions. Tree is over the footpath, cycle path and playing area and is a high target if it fails at Teversham Cofe Va Primary School Church Road Teversham 24/1331/TTCA

120 REPORTS FROM OTHER GROUPS:
i) SPRINGSTEAD COMMUNITY ACTION PLANNING MEETING – to report the next planning meeting is on 28th January, 10.30am to 12.30pm, at St Andrews Church.

iv) SCHOOLS UPDATE – Cllr I Robinson to report on liaison with Teversham CofE Primary School and Bewick Bridge Community Primary School.
121 HIGHWAYS:
i) To report the deadline for LOCAL HIGHWAYS INITIATIVE applications is 10th January 2025.
ii) To report the CLERK AND CHAIR HIGHWAYS LIAISON MEETING, organised by Cllr Daunton with other clerks and chairs from Fulbourn, Quy, The Wilbrahams and Six Mile Bottom will be held on 20th January, 12.45pm to 2pm at Great Wilbraham Memorial Hall.
iii) To suggest roads or footpaths where capital investment is needed (eg: major resurfacing or reconstruction of a significant length of road or footway/cycleway; new drainage system or replacement of a failed existing highway drainage system where there is severe flooding on the road). Deadline is Sunday 8th December 2024.
iv) To report the work by Cambs County Council on Cherry Hinton Road drainage issue has the problem identified. A soakaway is to be dug into verge on Borley Way side, so that highways surface water drains into this.

a) Item 14 – To recommend to Full Council to change standing orders to allow non-members onto the Community Care Committee.
ii) FINANCE AND AUDIT COMMITTEE – draft minutes from 18th November 2024 attached.
a) Item 15: PRECEPT AND 2025/26 BUDGET – to recommend to Full Council the budget for 2025/26 and to keep the Parish Council precept at £83,000.
123 FINANCE:
Full PAYMENT SCHEDULES AND BANK RECONCILIATIONS for December will be circulated before the meeting. To consider and approve the payments listed on the payment schedules.
