Agenda for Full Council Meeting – 3rd February 2025
All members of the Council are hereby summoned to attend the Full Council Meeting of Teversham Parish Council on Monday 3rd February 2025, 7.30pm, at Hope Chapel, High Street, Teversham CB1 9AS for the purpose of transacting the business below. The Public and Press are invited to attend.

Before the meeting, at 6.45pm, representatives from UK Power Networks (UKPN) will be attending to answer questions on the planned works to construct a new substation near Teversham and the installation of new cables from the village to the Fulbourn substation due to begin in September 2025.

a) To consider and approve the Draft Minutes of the Full Parish Council meeting held on 6th January 2025.
b) To consider and approve the Draft Minutes of the Extraordinary Planning Committee held on 25th January 2025.
147 MATTERS ARISING from 6th January meeting:
i) Item 131 PLANNING: Following the submission of the Parish Council’s response about the difficulty of responding to lengthy and numerous consultations to the Greater Cambridge Supplementary Planning Documents Consultation, an immediate summary of the documents was sent and it was explained how parish councils need only comment on certain chapters and not all of the document if they want to.
ii) Item 132 – Cllr Daunton to report back on resurfacing the layby.
ITEMS FOR CONSIDERATION
148 To discuss the survey of streetlights, carried out in January, and decide on any works (PAPER ATTACHED).
149 To report a resident cut a self-seeded elder on the land behind the noticeboard in High Street as it was breaking their fence. To report the Clerk has asked RH Landscapes to clear up this area, remove brambles and another self-seeded elder.
150 To discuss and agree areas in the parish for the parking of Voi bikes and scooters.
151 CONSULTATIONS:
a) To discuss the Parish Council’s response to the consultation on South Cambs District Council’s four-day week. The consultation will close on Sunday 23rd March at 11:59pm.
b) To discuss the Parish Council’s response to the County Council consultation on the proposed 2025 revision of the Local Validation List for planning applications for the County Council’s own development and for waste development. Deadline is 10th March 2025 (PAPER ATTACHED)

i) SAVE HONEY HILL CAMPAIGN – Cllr Amrani to report any updates
ii) SCHOOLS – Cllr I Robinson to report on his joint meeting with the schools
iii) SPRINGSTEAD – Cllr Hills to report back on the community planning meeting held on 28th January
iv) EAST-WEST RAIL – Cllr Shaw to report on the briefing for local councillors held in January
153 COMMITTEE UPDATES:
i) From December – COMMUNITY CARE COMMITTEE Item 14 to recommend to Full Council to change standing orders to allow non-members onto the Community Care Committee.
ii) RECREATION AND ENVIRONMENT COMMITTEE: The draft Minutes of the meeting held on MONDAY 20th JANUARY 2024, are attached:
a) To agree in addition to three benches to be installed at the Pavilion, Cllr Kelleway and the Clerk visited the site and recommend a fixed boot brush (£191.66inc VAT) and cycle hoops (£279 ex VAT) are installed.
b) To report the cost of hiring a standpipe, next to the Recreation Ground car park to water the new trees is Initial refundable deposit: £302.94 (vat exempt), One-off administration fee: £59.16 +vat, Hire charge: £59.16 +vat per week (invoiced at the end of each month).Hire charges are inclusive of water and there is no volumetric charge added to this rate.
154 HIGHWAYS:
To report the minutes from the CLERK AND CHAIR HIGHWAYS LIAISON MEETING, organised by Cllr Daunton with other clerks and chairs from Fulbourn, Quy, The Wilbrahams and Six Mile Bottom on 20th January, will be circulated as soon as possible.
155 FINANCE:
i) Full PAYMENT SCHEDULES AND BANK RECONCILIATIONS for February will be circulated before the meeting. To consider and approve the payments listed on the payment schedules.
ii) To agree to Chagos Consulting digitising the parish’s landscape and grass cutting maps – cost £70 if the county’s maps can be directly imported or £140 if they cannot be imported.
