055 To CONSIDER AND APPROVE the Draft Minutes of the Full Parish Council meeting held on 5th June 2023 and Draft Minutes of the Extraordinary Full Parish Council meeting held on 26th June 2023.
056 MATTERS ARISING from 5th June meeting:
a) SCDCllr Williams to feedback on:
A) 032 MATTERS ARISING from 9th May meeting: Item 017 WRITTEN AND VERBAL REPORTS FROM SCDCLLR WILLIAMS AND HOFMAN: Cllr Williams was not at the meeting to report back on the removal of the old recycling area in Cherry Hinton Road layby and the running of the wellbeing hubs.
ACTION: To include on July’s Full Council agenda.
b) Cllr Hejny asked about the traffic data collecting wires across Cherry Hinton Road and if the parish council could have access to the data following concerns from residents about traffic outside the school and speeding in the village. To report Cllr Daunton has arranged for the parish council to have the data and put the Clerk in touch with the officer directly.
057 MATTERS ARISING from 26th June extraordinary meeting:
a) MOTION TO EXCLUDE – That under the Public Bodies (Admissions to Meetings) Act 1960, the public and representatives of the press and broadcast media were excluded from the meeting during the consideration of the following items of business as publicity would be prejudicial to the public interest because of the confidential nature of the business to be transacted.
b) To report back on motions agreed.
c) MOTION TO RE-ADMIT THE PUBLIC AND PRESS – to resolve that the confidential business having been concluded, the press and public be re-admitted to the meeting.

060 Cllr Amrani to present for discussion and decision, the parish council’s representations to the Planning Inspectorate on the proposal to move Anglian Water’s Waste Water Treatment Works.

062 Cllr Robinson to present a report on the quotes received for burglar alarms at the Pavilion for decision by parish councillors.
063 Cllr Kelleway and the Clerk to present a report on quotes received from Jaggard Projects Ltd for landscaping at the Pavilion. (PAPER ATTCHED).
064 Cllr Amrani to present a report on the provision, and siting, of memorial benches in the parish.

066 To report the engagement has opened on Fulbourn Greenway Phase 1: Eastern Section.
This would run between Fulbourn Village and the Yarrow Road. There are public events on 4th July online and 13th July at the Fulbourn Centre. The engagement closes at midday on 21st July 2023. https://content.govdelivery.com/accounts/UKGCP/bulletins/36233cd
067 HIGHWAYS AND STREETLIGHTING:
i) To report works to maintain the footpaths in Thulborn Close will be taking place in July.
ii) Cllr Amrani to report on her meeting with Cllr Daunton and representatives from Gigaclear about their works in the village.
iii) Cllr Martin to report on ditch flooding issues in the village.
iv) To report the bus shelter at Marshalls Close appears to have been vandalised and the glass panels smashed. The Clerk reported it to the police and is seeking quotes to have it repaired.
068 REPORTS FROM OTHER GROUPS:
i) Cambridge East Forum – Cllr Amrani to report back from the Forum
ii) Parish Liaison Meeting – Cllr Robinson to feedback from the meeting (PAPER ATTACHED)
iii) Cambridge East – Cllr Amrani to report back on this new group set up to engage on the future redevelopment of Cambridge Airport
iv) Save Honey Hill Campaign – Cllr Amrani to report
v) Police – to report residents have reported to the police drugs issues in our play areas. The Clerk followed this up with the PCSO.
069 COMMITTEE UPDATES:
i) Policy Review and Staffing Committee: The meeting due to be held on Monday 19th June 2023 was not quorate and will be rescheduled to Monday 18th September at 7.30pm.
ii) Recreation and Environment Committee: The draft minutes from the meeting, held on 19th June, are attached.
070 FINANCE:
i) Full payment schedules and bank reconciliations for July will be circulated before the meeting. To consider and approve the payments listed on the payment schedule.
ii) To decide on the electricity supplier for the parish owned streetlights (contract renews in September). After consultation with the CAPALC approved broker, Clear Aid, the best deal is £2710 pa with Yu Energy for three year fixed (our last three year fixed deal was approx. £2200 pa). Because of the affiliation with CAPALC the price includes a group discount.
iii) To report the Clerk has renewed the electricity supply for the Pavilion with Eon Next, two year fixed, after consulting the CAPALC approved broker, Clear Aid, and speaking to the existing supplier.
071 STAFFING and APPOINTMENTS – to report the Clerk will have her annual appraisal before this meeting and subsequently will carry out the Litter Pickers appraisals in September.
