All members of the Council are hereby summoned to attend a meeting of Teversham Parish Council on MONDAY 6th DECEMBER at Bewick Bridge Community Primary School, Fulbourn Old Drift, Cambridge CB1 9ND, at 7.30pm, for the purpose of transacting the business below. 166 To receive APOLOGIES.
167 To receive DECLARATIONS OF INTEREST from Councillors.
168 OPEN FORUM FOR MEMBERS OF THE PUBLIC
To allow any member of the public to address the Council (10 mins).
169 To receive reports from Cambridgeshire County Council, South Cambridgeshire District Council and the Parish Clerk (15mins).
170 To consider and approve the Draft Minutes of the Full Parish Council meeting held on 1st November 2021 and the Extraordinary Full Parish Council meeting on 23rd November 2021.
171 MATTERS ARISING from 1st November 2021:
i) Item 141 matters arising – to report the householder has appealed against the Tree Preservation Order in Sheppard Way.
ii) Item 149 – to report the Clerk and Cllr Daunton have been liaising about the location of a noticeboard at Meadowlands.
iii) Item 151 – to report SCDC sent a letter to the resident about the siting of bins.
iv) Item 154 – to report the dumped bin bags and mattress were collected by SCDC.
ITEMS FOR CONSIDERATION
172 To consider our response to the formal consultation on the Greater Cambridge Local Plan.
173 To update the Full Council on the progress with the Pavilion refurbishment project and to decide on Teversham Pavilion Drainage Design. Paper attached.
174 To update the Full Council on the Community Orchard – soil testing was booked for the 3rd December, hard landscaping will start in December and the trees scheduled to be planted in February with a potential opening date in March 2022.
175 To report the Christmas Lights switch on takes place on 2nd December and to thank Cllr Hills and everyone from the school and Borleys who has made it possible. The lights were tested before the event and even though passed as safe, the electrical box needs attention to prevent damage to the lights from animals getting into the box. David from Thompson Electrical quotes £350 to £500 for the work. Decision required.
176 To report the Parish Council is now able to co-opt a new parish councillor as the statutory period of notice has passed.
177 To report the consultation on The Cambridge Eastern Access project closes at midday on Wednesday 22 December 2021. It is one of four corridor projects that aim to provide better public transport and active travel routes offering better connections and alternatives to car use for growing communities to the north, south east, east and west of the city. www.greatercambridge.org.uk/NewmarketRd2021
178 To report the Civility and Respect Project has been set, supported by organisations including National Association of Local Councils (NALC) and Society of Local Council Clerks. It is to address growing concerns about the impact of bullying, harassment and intimidation on councils, councillors and staff and the resulting effectiveness of local councils.
179 To report the deadline for the winter edition of Teversham News is 14th January 2022.
180 Parish Council Website update – nothing to report.
181 Existing Highways/Fly Tipping and Street Lighting Issue
182 New Highways and Street Lighting Please report any new items under this heading. If you are reporting streetlights, or lit bollards etc., please ensure you provide the number and location. Photographs are very helpful.
183 Consideration of Parish Council Risk – to report a risk assessment was carried out before the switch on of the village’s Christmas lights.

185 COMMITTEE UPDATES:
a) Community Care Committee – the meeting due to be held on 16th November was cancelled because of illness.
b) Finance and Audit Committee – the meeting was held on 16th November and the minutes attached.
i) 019 2022/23 BUDGET. To recommend to Full Council the budget for 2022/23 and that the Parish Council precept is kept the same (£78,000).
ii) 021 To recommend to Full Council to move £60,000 from the Unity current account to the Bath Building Society.
c) Policy Review and Staffing Committee was postponed on 23rd November because it was not quorate. It has been rescheduled to be held on 16th December at 6.30pm, at Hope Chapel.
186 STAFFING and APPOINTMENTS:
To report Cllr Arch has been elected as treasurer of Our Friends of Bewick Bridge charity committee.
187 FINANCE:
i) Full payment schedules and bank reconciliations for December will be circulated before the meeting. To consider and approve the payments listed on the payment schedule.
ii) To agree to upgrade the Parish Council’s subscription to Dropbox – £95.88 a year.
