Agenda for Full Council – 7th November 2022
All members of the Council are hereby summoned to attend a meeting of Teversham Parish Council on Monday 7th November, 7.30pm at Bewick Bridge Community Primary School, Fulbourn Old Drift, Cambridge CB1 9ND for the purpose of transacting the business below.
The Public and Press are invited to attend.
Before the meeting, at 6.45pm, PCSO Chris Wiseman will be attending to meet parish councillors and speak about policing in Teversham.

AGENDA
104 To receive APOLOGIES.
105 To receive DECLARATIONS OF INTEREST from Councillors.
106 To co-opt a new councillor to the Parish Council. PAPER ATTACHED.
107 OPEN FORUM FOR MEMBERS OF THE PUBLIC. To allow any member of the public to address the Council (10 mins).
108 To receive reports from Cambridgeshire County Council, South Cambridgeshire District Council and the Parish Clerk (15 mins).
109 To consider and approve the Draft Minutes of the Full Parish Council meeting held on 3rd October.
110 MATTERS ARISING from 3rd October meeting:
A) Item 085 resident’s concerns about the pedestrian and cycle routes, into and out of the village:
i) CCCllr Daunton to report on her investigations about the removal of the trees for the new development https://www.cherryhintonnorth.co.uk/sitelocation. PLEASE NOTE: The next two items should also take into account the new development.
ii) To report Josh Rutherford from Cambs County Council said solar studs are used along shared use paths, normally where there are no street lights. To decide whether to make a LHI bid for solar studs and appoint a lead councillor.
iii) To report on installing CCTV in the Cherry Hinton Road layby. Josh Rutherford has not had this request from a parish before. He suggested looking at parking restrictions and enforcement or closing the layby as CCTV can be expensive to install, operate and maintain. There is a Home Office surveillance camera code of practice to adhere to.
B) Item 075 Existing Highways/Fly Tipping and Street Lighting issues – Cherry Hinton Road layby: To note SCDCllr Williams has secured the removal of the remains of the old recycling area.
C) Item 080 Staffing:
i) To report ACRE does not offer planning training but capalc do. The next course is 7th March 2023 https://bookwhen.com/capalc#focus=ev-s3b3-20230307100000
ii) SCDCllr Williams to report on planning training after speaking to Lead Cabinet Member for Planning, Cllr Dr Tumi Hawkins.
D) 094 Meeting Dates 2023:
To report next year’s meetings can be held at Teversham Primary School (£10 charge per meeting) with Cllr Hills kindly acting as keyholder for us. Waiting to hear from Bewick Bridge Community Primary School.
111 To discuss the Parish Council’s response to be submitted as part of the consultation on Cambridgeshire’s Active travel strategy https://consultcambs.uk.engagementhq.com PAPER from Cllr Martin ATTACHED.
112 Cllr Amrani to update the Full Council on the progress with the Pavilion refurbishment project.
113 To consider the usage of the ebikes and to decide on the subscription for the year 2023/2024. PAPER ATTACHED.
114 To discuss this year’s provision of Christmas Lights in the village and appoint a lead councillor to organise. It has been suggested lights are strung in the Community Orchard and an event held there.
115 To appoint a representative to attend the next Parish/Cabinet Liaison Meeting on 12th December,6pm, in person or online. The agenda includes the Lifeline scheme which Teversham is part of.
116 Parish Council Website/Publications update – to report the deadline for the Winter Newsletter is 18th November 2022.
117 Existing Highways/Fly Tipping and Street Lighting issues – to report the car parked on the grass verge in Church Road was investigated, no action could be taken but the owners did remove it.
118 New Highways and Street Lighting – to report works to the splay at Clay Pits Road will be carried out in the new year and will last about two weeks.

121 COMMITTEE UPDATES: No Committee meetings have been held since the last Full Council meeting.
122 STAFFING and APPOINTMENTS: Nothing to report.
123 FINANCE:
i) Full payment schedules and bank reconciliations for November will be circulated before the meeting. To consider and approve the payments listed on the payment schedules.
ii) To consider the following:
a) To decide on the lists of repair costs from Safeplay and Greg Smith, following the annual inspection of play equipment in August. QUOTES ATTACHED.
b) To consider and decide whether to go ahead and replace the handles and repair the corrosion on the JCB spring rocker in Borley Way play area or replace it following concerns from Cllr Hejny. PAPER ATTACHED.
iii) To note RH Landscapes charged for cutting the Orchard in September which the Clerk paid but it wasn’t on October’s payment schedule (was authorised by parish councillor signatories).
124 PLANNING: There were no planning matters at the time the agenda was published.
