063 To receive APOLOGIES.
064 Statement from Cllr Nicolson and to appoint a new Vice Chair of the Parish Council, Trees Officer and to review Committee membership.
065 To receive DECLARATIONS OF INTEREST from Councillors.
066 OPEN FORUM FOR MEMBERS OF THE PUBLIC. To allow any member of the public to address the Council (10 mins).
To report resident, Mrs Sheila Halket, has written to the Parish Council concerned about the lack of water and the need for a new reservoir.
067 To receive reports from Cambridgeshire County Council, South Cambridgeshire District Council and the Parish Clerk (15 mins).
068 To consider and approve the Draft Minutes of the Full Parish Council meeting held on 5th July 2022.
069 MATTERS ARISING from 5th July meeting:
a) Item 33 iii) Cllr Williams to report back on the possibility of a defibrillator being installed in Ferndale.
b) Item 053 To report the Clerk received one enquiry about the parish councillor vacancy but the resident did not want to pursue the application.
c) Item 056 ii) To report the parking of a car on a verge opposite the school, the broken bollards opposite the school and in Fulbourn Road had been reported and Bradley Southwell, Highways Officer, replied to Cllr Daunton they are “in hand”.
d) Item 058 Airport Consultative Committee – The Clerk contacted Marshall about an article for Teversham News on drones but not yet received an article to publish. To include in Winter edition.
e) Item 34 Recreation Committee – to report Cllr Daunton has the go ahead from Highways for a noticeboard at Meadowlands.
f) To report there were problems with fencing and the site of a portaloo in Loris Court/Eland Way. This has now been resolved as the landowner, UK Power Networks, made sure safe access to the substation was maintained. Thank you to Cllr Cone for his help with this issue.
ITEMS FOR CONSIDERATION
070 Cllr Amrani to update the Full Council on the progress with the Pavilion refurbishment project.
071 To report Cllr Amrani attended the Anglia Water webinar, on 25th August, about two new reservoirs (one in Fens and one in Lincolnshire). Non-statutory consultation to take place 5th October 2022 to Dec 2022. No sites proposed to public yet. Cllr Amrani asked questions about the type of reservoir and desalination plant alternatives/additions.
072 Cllr Amrani to report on the Land North of Cherry Hinton/Bellway Reserved Matters webinar, held on 22nd August.

075 Existing Highways/Fly Tipping and Street Lighting issues – to update parish councillors on the temporary fly tipping signs were put up by South Cambs District Council in the Cherry Hinton Road layby.
076 New Highways and Street Lighting:
i)To discuss an application from the county councillor for Abbey Division, Cllr Alex Bulat, who has made an application for double yellow lines on the junction of Meadowlands and Newmarket Road. Papers attached.
ii) To discuss the draft design for the change of speed limits in Airport Way, following the successful LHI bid. Papers attached.
iii) To discuss a question from residents of Lucerne Close – Cambridge fibre has been digging up road and pavements, but residents had no notification, so couldn’t move their cars.

a) To confirm the covid grant from SCDC can be used for hardship payments.
080 STAFFING and APPOINTMENTS
To discuss parish councillor training – induction for new councillors, any of the courses CAPALC or SCDC are offering, requests for tailored training (including inviting Michael Sexton, Area Development Manager, after his offer of training on planning issues) – https://www.capalc.org.uk/Training__and__Events_19202.aspx
081 FINANCE:
i) To report the audit has been approved by PFK Littlejohn, with no conditions, and the required notices displayed on noticeboards and online.
ii) To note the Parish Council has been given the option to opt-out of the central procurement and appointment scheme and appoint their own external auditor for the next five year period. During the previous five year period no authority decided to ‘opt-out’ and follow the various complex procedures required under statute to appoint their own external auditor.
iii) Full payment schedules and bank reconciliations for August and September will be circulated before the meeting. To consider and approve the payments listed on the payment schedules.
082 PLANNING:

The Environment Agency has made a scheme for the re-routing of a watercourse through Cherry Hinton which was first laid down in an Award made over 200 years ago. Objections to the scheme can be made for a month starting from 23rd August 2022. Papers attached.
Outcomes of application:
i) 22/02189/HFUL Two storey side extension and single storey rear extension at 33 Mandrill Close Teversham Cambridgeshire CB1 9TN was Granted Permission on 27 July 2022.
ii) 22/0685/TTCA Ash tree work at church was granted.
