To report the Parish Council was not consulted on the new Marshalls car showrooms and multistorey car park given permission on 16th October. Cllr Amrani contacted Greater Cambridge Shared Planning who confirmed that appropriate procedures were followed in accordance with Greater Cambridge’s Statement of Community Involvement (SCI). This sets out that Parish Councils in South Cambridgeshire will be consulted on all appropriate planning applications as statutory consultees. However, the SCO does not require neighbouring parishes to be consulted. I can further confirm that the application was publicised by way of site notice and notice in the Cambridge Independent.

EXPLANATION FROM HILL: The S73 is an application to vary the Phase 1b planning consent. The application was submitted following a request from the Local Planning Authority to provide additional parking for cars at The Plains (the area of sports pitches and open space NE Marleigh). The car parking spaces are proposed on Sanderson Road (which is currently the construction road) and will be substituted for some of the coach parking bays that are currently consented. The revised parking will support The Plains recreational facility following the Park & Ride relocation.

EXPLANATION FROM BELLWAY: A Section 73 application asks to change the rules attached to an existing planning permission, but not the permission itself. In this instance, this is a revision to the designs originally submitted for three of the apartment blocks. These changes are because of the difficulty of construction and issues resulting from the management and maintenance of the decking.
• Blocks 04a and 04b were designed for 13 flats with 7 maisonettes. It is now proposed that these blocks will comprise of 2 maisonettes, with the remaining plots as flats.
• Block 06 originally was designed with 12 flats and 11 maisonettes. It will now have 5 maisonettes, with the remaining plots being flats.
This has resulted in some modest amendments to the build form of the apartment buildings, specifically the side elevation. Some amendments have also been made to the layout of the car and cycle parking locations. It will also result in a small variation of the Gross Internal Area of the blocks. There have been no changes to the affordable housing dwellings delivered in the phase and there is an improvement in the number of dual aspect dwellings.

104 To discuss a request from Borleys to site a bench, on the Village Green, paid for by the employees, in memory of Robert Borley who died in 2018.
105 To discuss responses from residents to the community assets and Neighbourhood Plan articles published in Teversham News (Cllr I Robinson).
106 REPORTS FROM OTHER GROUPS:
i) SAVE HONEY HILL – To report the determination decision for Anglian Water’s Development Consent Order (DCO) application for the Cambridge Waste Water Treatment Plant Relocation Project (CWWTPRP) has been postponed, now expected on 12th January 2025 to allow additional time for Defra officials to conduct further consultation on emerging planning policy and analysis of responses to the consultation.
They have also asked for any additional comments on housing on green belt – any further information from all Interested Parties in relation to: the extent to which the proposed revisions to national planning policy, in particular as regards house building and green belt, are relevant to the determination of the application; and the weight that a decision-maker should attach to the proposed revisions while they remain in draft; and in the event they become adopted national planning policy.

iv) TEVERSHAM FEAST 2025 – Cllr A Robinson
v) EBIKES – Following the vandalism of the Eland Way ebikes, Cambridge Electric Transport would like to make Eland Way a Smart Cycle Hub concept. This would provide off-grid lighting, CCTV, digital locking and bike charging to prevent theft and vandalism, increase usage and decreasing theft/vandalism.
vi) CAMBRIDGE EAST COMMUNITY FORUM – to appoint a representative to attend on Wednesday 6th November at the Hangar Building in Marleigh, Jubilee Square. Drop in between 5.30-6pm to have informal discussions with developers and the forum updates will start at 6pm.
107 HIGHWAYS:

108 FINANCE:
i) To consider the grant offered by Cambridgeshire ACRE for the Hub – £24 a session. It currently costs £50 a session for room hire.
ii) To report Cllrs Amrani, Hills and Shaw attended the design event at Springstead and, as were all attendees, they were given £30 cash each. Under 10.1 and 10.2 of the Code of Conduct, the money (£90) will be registered with the monitoring officer and donated to the Community Hub.
iii) To report NALC has received details of the Local Government Services Pay Agreement for 2024/25 and confirmed the payscales (backdated to 1 April 2024). The Clerk is on spine point 25 which is £18.26 an hour.
iv) Full PAYMENT SCHEDULES AND BANK RECONCILIATIONS for November will be circulated before the meeting. To consider and approve the payments listed on the payment schedules.
