To elect a Chair for 2023/2024 and to receive the Chair’s Declaration of Acceptance of Office.

009 Review of the Asset Register:
This was reviewed, and updated by the Clerk, as part of the 2022/23 Audit and presented to Finance Committee on 2nd May 2023.
010 Confirmation of arrangements for insurance cover in respect of all insurable risks:
To confirm the Parish Council is insured with BHIB and the renewal is due 1st June 2023.
011 Review of the Council’s and/or staff subscriptions to other bodies:
To note the Parish Council is a member of the Cambs and Peterborough Association of Local Councils (CAPALC) and Society of Local Council Clerks (SLCC).
012 Review of the Council’s policies, procedures and practices in respect of its obligations under freedom of information and data protection legislation (see also standing orders 11, 20 and 21);
Including – the Council’s complaints procedure, dealing with the press/media;
employment policies and procedures:
To note all policies are reviewed at Policy Review Committee (see attached schedule).
To recommend a press/media policy is drawn up by Policy Review Committee.
013 Review of the Council’s expenditure incurred under s.137 of the Local Government Act 1972 or the general power of competence:
To confirm this is reviewed at every Finance Committee.
014 Determining the time and place of ordinary meetings of the Council up to and including the next annual meeting of the Council:
To confirm meeting dates were drawn up and agreed at Full Council on 3rd October 2022 (minute 094) for the next calendar year.

015 OPEN FORUM FOR MEMBERS OF THE PUBLIC. To allow any member of the public to address the Council (10 mins).
016 To receive DECLARATIONS OF INTEREST from Councillors.
017 To receive reports from Cambridgeshire County Council, South Cambridgeshire District Council and the Parish Clerk (15mins).
018 To consider and approve the Draft Minutes of the Full Parish Council meeting held on 3rd April 2023.
019 MATTERS ARISING from 4th April meeting: there are no matters arising.
020 PLANNING:
NOTICE OF OUTCOME:
a) 23/00707/FUL Change of use to a training facility (Use Class F1(a)), Hangar 22 Cambridge Airport Newmarket Road, Teversham was granted permission on 19th April 2023.
b) 23/00687/PRIOR Single storey rear extension at 15 The Lynx Teversham CB1 9GE – it was decided Prior Approval Not Required.
c) 23/0298/TTCA Tree work at Teversham CofE Primary – decision was “Have No Objection To”.
d) 22/05037/REM Reserved matters application for appearance, landscape, layout and scale for 351 residential units and associated car parking, cycle parking and landscaping, along
with partial discharge of conditions, Land North Of Cherry Hinton was Granted Permission on 27th April 2023.
FOR INFORMATION:
Cambridge Waste Water Treatment Plant Relocation Project (CWWTPRP) Development Consent Order (DCO) application submission was re-submitted on the 28th April. The Planning Inspectorate now has 28 days to make the decision whether to accept the DCO application for examination.
021 To report the Pavilion refurbishment project has been completed, signed off and being used by Cherry Hinton Lions and all final grants have been applied for but not yet received.
022 Highways and Street Lighting
a) 15/04/2023 fly tipping of car tyres at Recreation Ground car park reported and cleared by SCDC.
b) 17/04/2023 the Clerk reported the deterioration of the traffic calming, and potholes, in Fulbourn Road. Repairs scheduled.
c) 20/04/2023 the Clerk reported a failed streetlight in Cherry Hinton Road.
d) 25/04/2023 fly tipping of sofa cushions at Recreation Ground reported and cleared by SCDC.
e) 26/04/2023 antisocial behaviour in Borley Way skate park – dog poo on ramps cleared by SCDC.
023 Consideration of Parish Council Risk – to report a risk assessment for the Coronation Celebration has been drawn up.
024 REPORTS FROM OTHER GROUPS:
i) To appoint a representative to attend the Parish/Cabinet Liaison meeting – Monday 5th June at 5.30pm. Agenda is dedicated to transport – Buses; “Making Connections” and Greenways/Active Travel.
025 COMMITTEE UPDATES:
Policy Review and Staffing Committee: The meeting was held on 17th April 2023. Draft minutes are attached. To approve the changes made by the Committee to the following policies:
i) Health and Safety – Changes were made as follows (additions in red) – 3. FIRST AID 3.1 First Aid boxes are located as follows: the Community Orchard and the Pavilion.
ii) Publication List – Changes were made as follows – SCHEDULE OF CHARGES from Publication Scheme was added.
Finance and Audit Committee: The meeting on 2nd May 2023 was npt quorate so will take place at 7pm, before this meeting on 9th May.
To recommend to Full Council to approve, in line with policy, the end of year accounts:
i) a) A copy of the of the Receipts and Payments, and Bank Reconciliation, the Assets Register and a copy of section 2 of the Annual Return are attached.
b) Notice of Appointment of Date for the Exercise of Electors Rights and Audit Timings – to recommend the inspection period dates are Monday 5th June – Friday 14th 2023.
026 FINANCE:
i) Full payment schedules and bank reconciliations for May will be circulated before the meeting. To consider and approve the payments listed on the payment schedule.
027 STAFFING and APPOINTMENTS – Cllr Amrani to present a report to the Full Council.
